Norman Nartotzky was born in 1928 in Brooklyn, New York. He began studying at the High School of Music and Art and continued studying at the Art Students League in Brooklyn College and at the Cooper Art School.
In 1954 he received a scholarship from the Wooley Foundation that forced him to travel to Paris, where he worked in Atelier 17.
He spent the summer of 1955 painting in Cadaqués, Catalonia. Upon returning to Paris, he received a scholarship from the French government. He received a Fulbright scholarship the following year, which made him relocate to Munich. In 1958 he settled in Barcelona, often traveling to Cadaqués and New York.
Narotzky has had over forty solo exhibitions in both Europe and America. Some of his works are exhibited in the Brooklyn Museum, the Museum of Modern Art in New York, and in the Whitney Museum of American Art among others.
